When there's an enemy within, building the walls isn't the solution. Walls can safeguard from only the enemies outside that can be identified easily. The enemies within are far more dangerous than the enemies outside, because they corrode the organization and the nation from deep inside. They're also difficult to recognize, for they look the same, and speak the same language in the same accent as everyone else.
